This is described as a obverse die trial piece, in bronze, for the 1939 Walking Liberty half design. It has the appearance of being struck without a collar. Could this be a die cap mint error ? It is believed to be unique and is ex Cox-Stacks 3/62. Photo is from the Cox sale catalog.
