This is the unique obverse die trial for the 1893 Isabella quarter struck on cardboard.
Written on the back is a notation probably by Mint Director Edward O Leech which states that this is the first impression from the dies and was received from Mint Superintendent O.C. Bosbyshell.
There is also a unique companion die trial of the reverse JA1893-2/P3500.
The pair were offered as lot 2398 in Elder's December 16, 1923 sale.
To my knowledge, this is the first time this piece has been illustrated and made available to the collecting fraternity at large.
